After downloading the latest Catalyst drivers, I was able to install CCC manually by browsing into the AMD folder that was extracted. When I upgraded to Windows 10, the latest drivers hadn't come out yet. Seems to work for me now. So my advice is to download the latest version, which currently is 15.7.1, and you can install manually from the folder if it doesn't automatically install from the Setup process.
